A Distinguished Reputation in Natural Resources Law
Before joining Hill & Robbins, David Robbins and Dennis Montgomery served in the Natural Resources Section of the Colorado Attorney General’s Office; Mr. Robbins was head of the Natural Resources Section and Mr. Montgomery was head of the Water Unit.
Since joining the firm, Mr. Robbins and Mr. Montgomery have continued distinguishing themselves as preeminent natural resources law attorneys in the state of Colorado. They have been appointed Special Assistant Attorney Generals to represent the State of Colorado in Kansas v. Colorado, an original action before the U.S. Supreme Court for Colorado’s alleged violations of the Arkansas River Compact with Kansas. As a result of this litigation, the firm has been instrumental in helping the state engineer draft amended rules and regulations administering groundwater diversion in the Arkansas River basin.
Hill & Robbins has also been general counsel to the Rio Grande Water Conservation District, working hard to protect the water resources of Colorado’s San Luis Valley. Mr. Robbins played a large role in the Congressional action to create the Great Sand Dunes National Monument and Preserve in 2000. This action expanded the protection of Valley natural resources and ensured long-term protection of Valley water resources.
Currently, the firm is working with the Rio Grande Water Conservation District to design a regional Habitat Conservation Plan for the endangered Southwest Willow Flycatcher.
